Unplug it, throw it away, buy a new one. The cost to repair TV's now a days is greater than the cost of buying a new one.

is it one with a remote? if so, the batteries may be dead in the remote. there is a button on the front that will turn it on if pressed. check that possibility too. otherwise, check to determine if it's plugged in to the outlet.
