A fingernail or toenail consists of a body coposed of keratin(the exposed portion) and a root(the portion hidden by the nail fold), both of which rest on the nailbed. The actual keratinized part of the nail will not bleed.
You can bleed from under your nails, or from the sides of the nails, where there is flesh. Why, what happened to you?
YES if you puncture a hole in your nail.
    In a word NO.
