The VFW is a civilian organization and thus has no official uniform. Members who wish to wear a uniform at a special occasion, choose the one of their former service. The reason there is ofter a great variety worn by members is that in choosing their attire, they (not so legally) choose one which matches the time era of their active duty. No one calls them on this slight indiscretion if they are respectful of the uniform and wear it properly. So to get to the bottom line of you question, the VFW individual dress uniform is the dress uniform of their former service.
