      for one life is precious and there is no guarantee one will live to see old age, that thought alone is encouraging to care for the elderly. Next, acknowledged or not these older citizens have contributed into our lives paving the ways so the young ones lives can be easier, no matter the culture. Thus, in my views YES caring for old folks should be regulatory.
