If it has a thermalcouple on it, a long tube to the pilot or ignitor, you can turn up the heat to the water heater to turn it on, and then heat up the end of the thermocouple with a torch or bbq lighter. If it lights, your thermostat is ok, and the thermocouple is bad.

You go to the closest faucet to your heater and measure the temperature of the hot water as it runs to after about sixty seconds and compare that reading to the setting on the valve on a gas heater. It should be close .
