Is it confusing to have all of these measurement link markings all over the dial It may be hard link to look at but no it's not confusing. In fact the tachymeter scale or any scale really was not originally a bezel fixture at all. Historically you'd see it printed directly link onto a watch dial. It was Omega with the Speedmaster that relocated it to the bezel.
