People should not be driving with any amount of any substance in their system. Some are driving while taking prescription medications (affecting perception) which also should not be happening! Driving a car should be considered a privilege with rules that need to be followed.

There is no way to determine "how much is too much" to be driving, so I would say zero tolerance for dope-smoking drivers.  From personal experience, I know I can't even pour water from a pitcher into a glass; you'd never see me behind the driver's wheel, unless I was slumped over in the parking lot sleeping it off
