Your question is difficult (for me) to understand.  Are you writing a paper for a class, and want to write about proposals to start a small or medium sized enterprise, or are you actually supposed to be writing a proposal for a small or medium sized enterprise? 

If you ARE writing a proposal, I think you may be in way over your head, as just the non-definitive "small and medium" is too broad.  Just my opinion, which is generally close to on point.
