    It's another way for the state to get more money out of you. They get you coming and going .

          Have to have two hands on the wheel in this city. $500 fine if caught texting or talking on the phone or messing with the GPS. Or chewing gum....lol

          Like Tommy says, it's revenue for the state.  However, some of it is actually used for something besides bureaucratic red tape dispensers....highways, for example, a very little bit
