THROW AWAY THE NOTICE AND DO NOT RESPOND.  IF YOU WON SOMETHING, IT SHOULDN'T REQUIRE YOU TO PAY FOR IT FIRST.  AND....I'LL BET YOU DIDN'T ENTER THAT "CONTEST", DID YOU?

I believe I answered the first time you asked. I wrote: if it's too good to be true then it's a scam. Legit contest don't ask for money.....

Anytime you are asked to pay money to win money, it's a scam, except for buying a lottery ticket.

SCAM. These people must not be scared or worried they will get caught by someone that may do harm to them.
