It sounds browser malware issue to me. Have you recently downloaded anything or visited untrustworthy websites? If so, do try to scan the whole system for malware. If some risky stuff did slip inside, a security tool should be able to find it out easily.
Or, you can check by yourself by opening up browser extension manage page. Seeing anything suspicious, google it to find more details. Check the homepage settings as well since you have pop-up page issue.
