Is it a surprise party? Do you want to have it at his home or in another location (for example, a club or restaurant?) Who will be the invitees .... neighbors and relatives ... and/or his own friends (you might consider two parties ... one for each group?) He's now "of age" ... and you should ask him for his opinions and suggestions.
