Shut down, cold reboot. You may already have it running in the background and its not displaying. Common glitch. Sometimes you shut down IE and walk away computer goes to sleep before total shutdown of ie, then when you want to start ie again, it won't open unless you close the original session stuck in memory. You can open task bar to do this too. If you know how to bring up taskbar, do that and look under running apps, shut it down there then restart ie.
