i think there is a grain of truth (for somebody) in every saying. it's probably true, for some of the red hat wearers.

There is an apocryphal story that girls in an English school were forbidden from wearing patent leather shoes because the reflection of their  underwear might be visible.

When I am an old woman I shall wear purple

With a red hat which doesn’t go and doesn’t suit me 

 And I shall spend my pension on brandy and summer gloves

and satin sandals and say we’ve no mo money for butter
