    He tells me I have won a confirmed cheque for £17,500.00 but I have to pay £35 but if I want priority processing I have to pay an extra £5. what is your reply.

    You never have to pay money to receive "free" money. That is how the scammers make a living.

      In many cases, if you have to pay money to get money, it is a scam.
