My brother said he got a message about that in his chat box. Was suppose to happen last month though and the message center and chat box is still there. I've not seen such a message on my account.

I now think it might be something with mobile messages like they want to have a new app. I think they might be starting in Europe I glimpsed something on the news was the reason for the question
That makes sense since it would not be a good thing if they got rid of messaging. They would lose people if they did.
