        iT SOUNDS LIKE THE GOvERNOR IS PROBABLY CLOGGED UP WITH GRASS CLIPPINGS ETC.

          Dead on!! Also missing spring on the governor or weak spring allowing it to fluctuate too much. I used to just disconnect it, I don't need no stinking governor.. :)
