You should be careful about talking to strangers untill you get to know a little something about them.Don't divulge a lot of personal information right up front.
Then, if you determine they're decent, you can make freinds with them by asking them about theirselves ...like Tabber said .
Then , try to find common ground. i.e. where you and he/ she have something in common that you can both talk about.
