Now that you edited your question.......you have to be connected to wifi for whatsapp to work.

You have to install the app first http://instagram.com/
To start using Instagram, you'll first have to download the app for your iPhone/iPad, Android or Windows Phone.
- Once the app is installed on your device, tap
to open it - Tap Register
- Create a username and password and fill out your profile info (ex: email, name)
- Tap Done
