Did you remove the safety tape from the cartridge head? Did you run the test page after you put the new cartridge in? Are you sure you have the cartridge seated correctly in the carriage?

This would be my reply as well. Also make sure it is seated properly. The long shot is that if its an ink jet type printer and the black was allowed to dry, it could be plugging the nozzles assuming the nozzles in the print head are not part of the cartridge. My canon has a printhead that if i let it sit too long, I must remove it and give it an alcohol bath.
