I do not understand your question. Please check your spelling or use words that you know. Forder is not a word in the English language. Neither is whay but I'm assuming that was just a typo.

Because Africa is still filled with so many tribes who insist on living their traditional ways and do not want to modernize. Plus cultural languages are still strong there making communication between tribes and others difficult. It takes the majority of people of a nation to agree to change. This may not happen in Africa for a long time if tribes continue to fight change.
