It depends on how often the population is counted. If it is an annual ordeal, it could take 9 years, minimum, because you only count once a year and presume EACH year there will be a population increase.
I think you may have misstated the question, instead wondering how long it would take a city to increase 9 times its current size if it took 3 years to increase its "original" size 3 times. ????
