        Stop handouts unless there are signs of some work for the money.  Volunteerism if no jobs available.

          I can’t quite agree with you though in 75% of cases, handouts are not needed. The other 25% depends on the luck of the draw. I’ve known several “signers” that needed the bucks for real……….

          There are really only three factors involved in escaping poverty, work, education, and luck.
