If he failed it on a DMV website, then his scores are recorded at the DMV. Even if he were to go into the DMV, they would see the 3 times he failed it already. They may suggest further driving class time in order for him to take the test again. Since he's failed it 3 times, he's not going to be a safe driver. Tell him to get a bicycle.
