You can not minimize a background picture. Minimize means to drop down. If the picture is to large, then you need to resize it.
Right click at an open space of desktop > Personalize > at the bottom, click Desktop Background > at the bottom, under Picture position, click the pointer and select FILL > click Save Changes when done.
