Diplomatic: Using or marked by tact and sensitivity in dealing with others
Tactful: synonyms: diplomatic, discreet, considerate, sensitive, understanding, thoughtful, delicate, judicious, politic, perceptive, subtle
As you can see, the words mean almost the same thing. As an analogy, perhaps you could say
Diplomatic is to Tactful as Cautious is to Careful
