How do I know if Mecury outboard impeller is working?

New 25 hp mercury outboard 2011 has been setting for 8 months.  The appearance of smoke near shift linkage when going into reverse with water applied to intake concerns me.  How do I know the waterpump & impeller is working?

If by impeller, you mean it's an inboard / outboard motor, that puts the issue in a whole different light. If you want to know if the blades are going around, put the motor in an oil drum filled up with water. Turn it on , adn if it's strirring up the water, then the blades are rotating. Or, when it's still on your boat, tip it up while it running but keep the props just under water, adn you can see them .......to see how they're working. It shouldn't be smoking. Probably needs oil in the motor. Or does it use pre-mix ?
