What do you imply? Qualify in which way?? Accuracy of the target shoot or reasoning when to fire the weapon? 

There have been many wounded and killed needlessly by police action but then there have been more police firing their weapon in self defense and or to protect others in the vicinity.

I have shot many guns at targets and some in hunting. I looked at my accuracy and took classes to shoot better. When it comes to hand guns, I consider them to be extremely ineffective and much more dangerous to the handler than anyone should consider using . Even qualified police are generally lousy shots and ricochet are dangerous to everyone nearby. I have been hit three times by ricochets and it can deffinitely kill you. Shooting around buildings is very hazardous. .22 cal rifles are dangerous because of ricochets when you shoot at trees or into rocks. I have been hit enough to have learned my lesson and quit, If you want a weapon, carry a rock and learn self defense.
