You should call the DMV and make an appointment if you can't get a straight answer from someone on the phone (which is doubtful).
You CAN insure a vehicle that doesn't belong to you; currently I have my son's vehicle insured on my policy, giving me a multi-car discount. I don't think anyone cares who insures a vehicle, as long as there is insurance.
I wonder about the registration....My car actually belongs to the bank, but the registration IS in my name, and the renewal comes to me. The DMV has a toll free number, which you can get from your phone book, or by "Google" search "Department of Motor Vehicles (your state)". When you get the home page, go to "contact us" and you will find the phone number.
