Which app did you download? Did you open the app after you downloaded it?

It looks like to be called: "Installl Converter Community Toolbar" (I thought I'd have some smiley faces for my windows outlook emails.... but not)... :(
It's probably an add on. On your browser, see Tools. Click it. Look for add ons or extensions. If it's there, you may have to enable it.
