I don't understand if you are getting pop ups or not getting needed pop up.
To block pop up, click Tools on your browser > then Options > then Content tab > check mark "Block pop up windows"
To enable pop ups click Tools on your browser > then Options > then Content tab > next to "Block pop up windows" see Exceptions, click it. Paste or type address of site you want pop ups to be allowed for, click Allow
