No. You can not even use an international driver's license in Canada. You must have a Canadian driver's license.

Thank you very much for the info. Although some others say that I could use my Philippine drivers license for 3 months after my arrival provided that I will surrender it before the 3 months expires and that I will have to apply for a Canadian drivers license after that. I just got this info this morning. I am confused.
