Don't know where you are but here a Computer technician will charge on the average $40.00 to diagnose the problem, if you choose to fix it, they will deduct the $40.00 from the final invoice.
One time I took in a monitor that was going color nuts, they charged me $25.00 to look at it. The repair was $140.00. I said give me back my $25.00 and you keep the monitor. he did that. probably fixed it wholesale, no labor cost and sold it for $200.00
