    Is EMS a State-funded-services?

    In Honolulu, Hawaii, when we call 911 and ask for an ambulance to assist a person in need for medical assistance, are the EMS paramedics, dispatched to the location, State-funded? Or are they Public-funded?

      It looks like EMT's work for the city so it must be tax payer dollars that they are paid with.
