You do not reinstall Facebook. You access Facebook, it is a webpage, not a download. No local data network means you are not connected to the internet. I do not know why you can access Gmail as you need the internet to do that. The only thing I can think of is that if you are trying to access Facebook from work, your job may have it blocked. Check with your internet service provider.
