As with us, the tear ducts work to clean the eyes, and to sooth them if there is trauma.  Check to see if the dog has scratched the cornea, if so, an infection could get into the eye and cost him the eye.  The tear duct could be clogged, as it has a drain system of sorts.  The vet may unclog them with a squirt of saline backflushed through the nostril into tear duct.  Go to the veterinarian and get the proper diagnosis, and treatment products, as those for humans could damage his eyes.

Obviously there is an infection of some sort. Try bathing the eye/s in a solution of warm salt water. If it doesn't improve, see the vet for the correct medication.
