    She should be charged with child endangerment at least for allowing a stranger to walk away with her daughter.

    That might be appropriate if her daughter wasn't dead. She has to live without her. I think that's punishment enough.

    I think an example needs to be set for stupidity when it concerns a child. Maybe people will be less likely to make decisions like this if they think they will face jail time whether the child lives or dies.
