The brush is jammed, I'm surprised you didn't cook the belt. Remove the belt and the screws that hold the brush in. try to free spin it with your fingers, if it won't move--remove the brush, look for whatever is caught and jamming it. If that is not it then your motor is not turning. Is the motor running? If not then could be a loose wire or worse a burnt out motor. Smell anything??
My guess is that something is wedged in the brush housing. Assuming the belt is ok.
