A good way is to use a squirt gun and surprise them, or better yet, the owner walking them, get a super soaker!  The cops will not bother you, as long is it doesn't look like a weapon, better still, do as I did, use the garden hose, make believe that you didn't see the owner letting his dog poop on the lawn, while on leash.  I let her have it, she never came around again!

Who's dogs are they? Put up a fence around your lawn if they are dogs running free that belong to other people. Put up a pen to keep them off your lawn if they are your dogs.

You don't and they are going to urinate on your bushes, too. Dogs are dogs and there are more where they came from. Either do as Colleen said and fence your yard in or call the owners or the pound.
