    My sink won't empty fully, but if I plug it in I can fill it up and pull the plug it empties to about 2 inches of water.

    It has a clog. Get draino or use a plunger or call a plumber. Pulling the plug is causing just enough suction on the clog to get the sink to drain a little bit.

    I've poured loads of drain cleaners, from the cheapest to the most expensive and they make no difference, I think the U-bend is too long, for some reason it had to be lengthened as no standard issue pipes will fit.

    A month later and it's still clogged? Your only alternative now is to start taking the pipes off to find the clog. You should snake it too but that might be easier if you send it down an open pipe rather than the sink drain. If it's draining but leaving two inches of water, then the clog is deep down in one of the pipes.
