I believe they do. Dogs are living creatures who do feel emotions, and of course pain. If this man is hurting the dog physically, he should be reported to an animal welfare organisation immediately.

All beings are aware of WHO causes the feelings of pain and suffering...violent offenders must be apprehended. To stand and watch and do nothing is offensive in itself...please call this one in as above.

All animals know pain and will cry if they are getting beaten please call the police at once a dog is meant to be a mans friend but there are too many people out there on this bloody planet that abuse animals they make e sick wish I could do to them that they do to animals thank you for reporting this but the police are the best or a animal welfare org it's a crime to abuse animals as it is in abusing children and grown ups please now and report ASAP thank you

Of course they know. Dogs feel pain. Dogs sense pain, fear and anger, dogs will protect if they can. If you know an abuser and know when he abuses, call the police! Do not just talk about it on the internet.
