One would think to check the fuses but since the lights, speedometer and tach should have their own fuse, this sounds like a relay issue. The relay should be located in the fuse box and will be much larger than a fuse. I've tried to find the owner's manual for your car to see the fuse box but have been unable to locate one. Best bet, find your owner's manual or swing by a garage and ask them where the power relay is for the wiring that supplies electricity to the dash lights, speedometer and tachometer.
