    My hotmail.com email has been locked- How do I reset the password

      If it has been locked by Hotmail, then you must have broken one of their terms of service. This is akaQA, a general question and answer forum. We can not unlock your account for you, only Hotmail can. If this is a matter of a forgotten password, then you should click the "forgot password  link on the log in page.
