    The POTUS can not declare War

    The President of the United States can not independentally declare a war.  It must be voted on by Congress.

      Very good, you're correct, he can not declare war. Then again, he can bypass congress and write an executive order, the same as he did when he put us in Libya's civil war after Congress told him, no.
