      What's the problem? Most likely the electronic sender is blown out.Usually when this happens you will experience some auto transmission problems as well.The transmission will only operate in 2nd & 3rd.

        You start messing with the odometer  you will need to get it certified by your state.  DMV frowns on people attempting to roll back odometers. Although you are not doing this, they still think anyone that interferes with odometer readings is upto no good.
