    If you are retired, and have no source of income other than your retirement income, do you have to file taxes?

    Yes.

    What country are you a citizen of?

    Assuming you are in the USA, any income must be reported.  Even if you have no income you are required to report.  Although this will probably be challenged.  As the US becomes broker and broker, less and less g'ment jobs handling useless reports they will and probably are already ignoring minimum/no income filings.  It makes no sense penalizing those with no income a fine for not filing. As they say .'can't get blood from a turnip'
