    Yeah,retailers who sell illegal stuff. Or retailers who can not afford to advertise. 

    Yes, state-owned monopolies like the liquor stores. Here in my home province, not only does the competition-less retailer advertise on TV and radio, they actually give away "Air Miles" , which are loyalty points !  Where else can we buy our booze ? No where. So why hand out loyalty points ?
