Yes. All people need to prove responsibility before being allowed something. Can you imagine if there were no age limit for getting a drivers license? We would have 6 year olds out driving cars. I see in your other question you want to know if a 12 year old should have an MP3. Since a 12 year old has to live by their parent's rules, if the parent says no, then that's the answer the child lives with.
