Actually, as a republic (which the US is), voting is a civic duty which pushes it beyond the realm of a right or privilege. They can insist all they want to be able to vote but unless it's done by cheating, they will never have the right to vote unless they become legal citizens. This according to the US Constitution.

Interesting. I live in a republic (France) but do not have the right to vote, though I am required to pay taxes for the privilege of living here. I have also lost the right to vote in my country of origin (UK).
I can only speak for the USA. We are the Republic of the United States of America. Democracy makes it a civilian's duty to vote. Though voting is voluntary, it is expected. Civic duties ensure that democratic values written into the United States Constitution and the Bills of Rights are upheld. Responsibilities include both those that are voluntary, like voting and community service, as well as those required by law, such as paying taxes, performing jury duty, and registering for selective service.
