If you mean in the USA, it's because the last few administrations have catered to their demands. Now they want licenses even though they can neither speak nor read the language (even the driving tests are given in their language). Supposedly the idea is to make them safer drivers so they stop causing so many accidents and killing people. The administration looks at it this way... if they can not be stopped from driving illegally, then at least have them take a drivers course and give them a license. According to Obama, we can not afford to pay to keep illegals in jail and he did just release 2000 of them back into our society so, they will now get one more privilege that I agree, as illegals, they do not deserve.
